WHAT IS A HOSPITALITY ZONE? 

A hospitality zone is a mixed-use area/district and destination for social activities that take place throughout the day and evening. Hospitality zones are comprised of a large cluster of dining and entertainment businesses such as bars, restaurants, pubs, taverns, cafes, and nightclubs. They also tend to serve as a center for community festivals and special events. Many cities contain more than one hospitality zone with nightlife activity that varies in stages of intensity as well as patron demographics. There are many benefits and challenges in hospitality zones.

RHI’s approach uses the following conceptual framework to evaluate a city’s nighttime economy and to convey best practices and research: Enhance Vibrancy, Assure Safety and Plan for People

WHY SHOULD CITIES PLAN HOSPITALITY ZONES?

Well-planned and managed hospitality zones with vibrant nightlife can be a prosperous investment. They drive community revitalization, increase property value and generate much-needed revenue and employment. Reduced crime and growth in tourism and conventions are also among the many benefits of safe and vibrant nightlife. 

However, unplanned hospitality zones lacking coordination of policies and regulations generate costly impacts. Higher crime rates, increased risk for underage drinking, and higher incidence of impaired driving place excessive burden on enforcement and regulatory agencies. Noise, trash, litter, and crowd management challenges strain limited city budgets in an already strapped economy.

WHAT STAKEHOLDERS ARE INVOLVED?

Safe and vibrant nightlife requires collaborative partnerships by public, private and government stakeholders representing hospitality, safety, development and community perspectives. RHI engages a broad base of stakeholders in services. Some may be adversarial, yet each is critical to creating a common vision for how to become a more sociable city. 

WHO CONTRACTS WITH RHI?

Each city RHI has worked with has a different contracting organization demonstrating the diversity of interests in the nighttime economy. For example, the following are the types of organizations that have contracted with RHI: Police Department, Planning Department, Economic Development, Business Improvement Districts, Main Street Programs.
