Public Safety In Hospitality Zones

Enhancing Code Compliance and Reducing Public Disorder

The burden of managing late-night district conflicts often falls exclusively to the police department, the only safety agency typically staffed in the early morning hours. Yet effective public safety in hospitality zones requires a continuum of collaborative partnerships. Learn how city planners, licensing agencies, enforcement and business owners can work together to increase safety and reduce impacts.  

This Sociable City 101 Seminar introduces two innovative approaches to public safety – Concierge Governing and Concierge Policing.

Concierge Governing

  • Determine compatibility of nightlife activity in mixed-use zones

  • Establish public safety overlay standards for a hospitality zone

  • Use of permits to establish conditions for split-use venues – day, evening, late-night  

  • Streamline the permit process to open a dining or entertainment business  

  • Create educational resources for new and existing business owners

  • Establish data-based monitoring systems for identification of patterns and trends

Concierge Policing

  • Tackle safety challenges through multi-agency coordination

  • Establish dedicated units and officer qualifications

  • Create peer-to-peer mentoring models and early assistance

  • Coordinate intervention with nuisance/high service call establishments Integrate roving business district ambassadors as deterrents to social disorder 

  • Use technology on the street and in establishments

  • Explore options for closing time management
